2nd Major Port Sanctioned for A.P in Govt. Sector – Reg
We bring to your kind notice the
following few lines for kind consideration.
The CCEA chaired by Sri Manmohan Sigh the
then Hon’ble Prime Minister took a political decision on 09-05-13 giving an In Principle approval to establish the afore said major port at Dugarajupatnam
in Nellore District with an outlay of about Rs 9,633 cr (As against estimated
expenditure of Rs 7,200 crs at Ramaya Patnam)exclusive of the cost of Ship
Building Unit. As the Sea-front is only less than 2.5 km at Dugarajupatnam,
they dropped the project of Ship Building Yard there unilaterally.
The CCEA took this decision for establishing
the port in the “Prohibited area” at Dugarajupatnam in violation of several
extant Laws and over ruling the recommendations of the erstwhile
combined State of A.P. recommending to establish the said major port at
Ramayyapatnam. It also did not’ consider properly the objections given in
writing by Dept of Space Govt. of India that a port at Dugarajupatnam would
pose serious security threat to the Strategic Installations of SDSC –SHAR and
its staff at Sriharikota besides objections of others about environment threat
to SDSC – SHAR & Pulicat Lake endangering the flora & fauna in it, and
depriving lively hood for about 40,000 fishermen. As per the conditions of Dept
of Space, the work at Dugarajupatnam location will have to be halted completely
for more than 50 days in a year.

Ministry gave recommendations in favor of Ramayyapatnam location as the depth
is more at Ramayyapatnam and the expenditure on account of recurring dredging
expenditure is less. As per the fourth lay out prepared by M/S RITES, the Major
Port will occupy 9 km and 800 m Eco Sensitive Zone , Such proposition is
against the judgment given by the
Honorable Supreme Court and is against the guidelines given by the CEC of
Supreme Court. India is a signatory to International Convention on Conservation
of Migratory Species (CMS) and Central Asian Flyway is a part of the agreement.
Pulicat Lake to which lakhs of migratory birds visit in winter season every
year is covered in that agreement. Any Major or Non-Major Port will become
obstruction to that flyway. Hence it is near to impossible to get environmental
clearance to such destructive proposition.
Ramayapatnam is more advantageous to the exporters
from Prakasam and Guntur districts who are contributing foreign exchange more
than Rs 16,000crs a year as against
about Rs 2,000 crs from Nellore District. Similarly it is also more
advantageous for import of fertilizers, POL, Chemicals, Machinery, Edible Oils,
Coal etc for Prakasam, Guntur, Nellore Kadapa, Kurnool, Ananthapur, Telangana
state and eastern part of Karnataka state including Bellary & Raichur as compared to
Krishna Patnam and Dugarajapatnam. Now the LA & RR costs for the Dugarajapatnam
port are estimated at about Rs 2,700 crs as against Rs 336 crs estimated by
government of AP for Ramayapatnam.
Therefore we humbly request the Hon’ble
Chief Minister to take up the matter with Govt. of India, requesting to relocate
the said Major Port at Ramayapatnam, duly considering the above said factual
position so that the backward Praksam dist. could see the light of development,
in your dynamic leadership.
